Luke 4:6-7 How do we read that Satan receives authority over the kingdoms of the world?

How do we read that Satan had received authority over all the kingdoms of the world? That is, he received them, and so offers them to Jesus in the following verse (and of course he cannot offer something to Jesus that he does not possess)…
